WIP: Featured Parters Page Template MVC1

Why is this change being made?

A re-usable template so that we do not need to re-design each featured-partner individual page.

The template is now ready, and I made sure its re-usable and scalable like our blog, topics, and child topics pages that we recently developed using Netlify CMS.

All we have to do is to keep adding /data/featured_partners/xyz.yml and whenever users visit any url on /partners/technology-partners/xyz/

Author Checklist
