Draft: Update infra standards with updated department groups

Why is this change being made?

There have been a few engineering department group realignments since the infrastructure standards were published in August 2020. The gl_dept_group label is being used as a SSOT for some projects with security role mapping. We want to update the SSOT before having misaligned information.
