Mention CVSS calculator on HackerOne Process page

Why is this change being made?

The new CVSS and Bounty calculator is ready to be used for calculating the CVSS score and bounty rewards for HackerOne reports going forward. This MR updates the described process for working with HackerOne to mention that the calculator should be used.
