Hard Production Change Lock for incident 3785

Why is this change being made?

During gitlab-com/gl-infra/production#3875 (closed) GitLab.com was intermittently unavailable, and a number of corrective actions were raised during the event. The PCL is added to ensure that we introduce as little changes to the system as possible, while we are resolving the actions.

This MR also adds FF days to the PCL.
