Automate Product Categories Page and WIP Category Health Page with "scorecard" data

What does this do?

On the not yet merged "category health" page, this MR also adds a "scorecard" view per issue Product#1830 (closed), that shows all this new data in a single table. All fields have been filled in for the Continuous Integration group and category, as an example. No other groups or categories were modified.

This data is pulled from categories.yml and stages.yml.
