Update weights for Source Code and Code Review Frontend teams
Why is this change being made?
Recently we discussed that it's been hard telling the different between a w3/w4 issue or a w4/w5 one.
@thomasrandolph proposed updating to a fibonacci scale so that we have a clearer distinction between those issues.
We've also set weight 8 and 13 as unschedulable and forced to be broken up.
