further expand on point 17 to improve understanding of CE and EE

Per feedback receive from @sytses
point 17 is important and hidden in a long list as item 17. This MR expands on the topic and moves the content into its own section.

"Do use Community Edition, CE, Enterprise Edition and EE to refer to our software distributions. " => Multiple times per month people use CE and EE to refer to tiers or code licenses (MIT vs. proprietary). We need to have a clear section about this, instead of making it item 17 in a long list.

What we did in this MR:
Reorganized the long bulleted list into smaller, more consumable, sections that can be individually linked to. We then updated inbound links to this page to use the new anchors.
