Fix links to Single-Engineer Groups section

Why is this change being made?

While looking at: https://about.gitlab.com/handbook/engineering/ux/technical-writing/#designated-technical-writers, I noticed we don't link correctly to: https://about.gitlab.com/handbook/product/categories/#single-engineer-groups-section, because of the way we construct our URLs. We were linking to: https://about.gitlab.com/handbook/product/categories/#seg-section.

While here, remove former colleague from list of technical writers.
