Move Continuous Integration to Complete

Why is this change being made?

During the evaluation of gaps in the enterprise adoption journey of CI, we learned that there were significant experience gaps in the predictability and stability of features working as expected. This was particularly apparent in three specific domains:

  1. Variables
  2. Artifacts
  3. Multi-project pipelines

As a result, I'd like to propose moving CI back to Complete until we can improve the reliability of these features. As a part of becoming Lovable again, we will be investing significantly in our bug backlog, blueprint rearchitectures, and thoughtfully thinking through the foundations of CI.
