Add engineering resources and beginning of a GraphQL course
Why is this change being made?
This MR adds a set of pages for providing engineering-related courses to the community. In particular, this will enable the development of course material for a GraphQL course. #10469 (closed)
Why here?
- Documentation & style guides for the gitlab application are stored within the gitlab code. For engineers not working on gitlab or who are new to engineering, this isn't supremely accessible. By adding some referential content and educational material to the handbook, the content will be available to a larger group.
- New learning & dev content is handbook-first, after which the goal will be to make the content available on LinkedIn Learning. https://about.gitlab.com/handbook/people-group/learning-and-development/interactive-learning/
- https://about.gitlab.com/solutions/education/ targets schools & other institutions of learning, but that's not the target audience of this change.
