Clarify how can account be deleted if e-mails do not match

I have started this MR to answer my question. Please clarify if I misunderstood something.

Right now, it is not clear to me what is needed for one to be able to remove the account if the e-mails do not match.

We say "they may be able to", but it is not clear to me WHEN "they may be able to".
