Remove unnecessary steps from the Merge Request Coach page
Why is this change being made?
Since gitlab-org/quality/triage-ops@cbb237a8 there is no need to add yourself to triage-ops
With this, two step became unnecessary can be removed.
Also, clarify which sections need to be tweak on the team page. Refs !72832 (comment 493279499).
