Move package direction to a single page

Why is this change being made?

I'm working to make the package direction pages/updates easier to grok. In !72366 (merged) I added helpful context to the package.erb file. In this MR, I'm going to move the content from each category page to the package.erb (or create an index.md) to house all of the content. In general, I'm leaning towards using the package.erb, because I want all of the content on the main ops section page.
