DRAFT Create additional differentiation in Succession Planning readiness timelines

Why is this change being made?

This change intends to create additional differentiation in the readiness timelines used for succession planning. There is an expectation as we enter FY22 that we establish improved predictability of when promotions will occur. This increased visibility is both to aid ongoing career development efforts as well as quarterly financial planning.

The current set of relevant "readiness" timelines only allow distinction between now "RN" and in the next year "R1". Given the increased shorter-term planning desired we should allow for indicating another timeframe in between these two, in this case within 6 months "R6". Also, to make all the designations consistent, they should all be changed to refer to months (RN, R6, R12, R12+).
