Why is this change being made?

In FY22 we want to improve Adoption through usability. One way that we can do this is by making sure that wherever possible features work by default. Instead of doing this in a way that is hard to track and document, we can use features.yml.

This introduces a new field works_by_default with the following properties:

• all, gitlab_com, omnibus, charts, source, gdk - enum: true, config_required, install_required, false, not_applicable
  • all - convenience to set all to the same status
• note - text field
