Update payroll status to point to location_factors.yml file

Why is this change being made?

Making an assumption here, but the contract_factors.yml file no longer seems to exist. I've created this MR to update the "Country Payroll Status" section so that we point to the location_factors.yml file instead. If this is incorrect to do - please feel free to adjust/reject. This is my third or fourth MR, so if I have made any mistakes, please don't hesitate to let me know.
