Clarify there is one Performance Factor assessment per person per year

Why is this change being made?

Previously the handbook implied that a person would be subject to 2 Performance Factor assessments per yer, and therefore potentially 2 compensation adjustments. This clarifies that there is only one formal assessment per year, per person, so only 1 potential compensation adjustment.

This is similar to the change made in !50523 (merged) a few months ago, but that text was was about Compa Groups and was deleted in the transition to Performance Factors. Basically, this makes the same change for Performance Factors.
