Draft: Product Development Flow: Change 'required' to 'expected'

Why is this change being made?

There were three requests related to making the revised product development flow less prescriptive.

  1. Change the language from 'required' to 'expected'.
  2. Be less declarative about how the Engineering Manager works with their team to break down work and provide an estimate.
  3. Explicitly state that groups are encouraged to experiment with and adapt this flow to their specific needs.

This MR addresses these comments as well as further tweaks to the introductory language expressing what takes precedence.
