Add RSpec Profiling Stats to data/projects.yml

Why is this change being made?

This MR adds the project https://gitlab.com/gitlab-org/rspec_profiling_stats so it will show up on the Engineering Projects page to promote it broadly.

Additionally, it adds @jprovaznik and @splattael as maintainers.
