Add table for Zendesk macro categories and tags

Why is this change being made?

This MR helps to explain which Zendesk categories and tags we use for our community programs as per this issue: https://gitlab.com/gitlab-com/marketing/community-relations/community-operations/community-operations/-/issues/45

It acknowledges that there's a more extensive Zendesk page with macros that are not for the community program application workflow.
