Update Static Analysis categories to use CMS scores to new methodology

Why is this change being made?

Switch the SAST and Secret Detection to use the new CMS scoring system now that @beckalippert has completed the updated CMS process for both categories. Outcomes from this research can be seen in the dovetail overview and the scoring document which validate that we exceed the range required for viable for the new CMS.
