Update for Handbook for clarity on "none" stage items

Why is this change being made?

From discussions in gitlab-org/gitlab!47845 (merged), this MR attempts to bring clarity to the TW Handbook page, by helping people know what to do when they're looking up metadata stage items of "none", and a more direct indicator of Developer group-named metadata items.
