Add timebox measurement process to prevent scope creep
From the retrospective of the Orchestrator project, one enhancement is to implement a timebox measurement in the spirit of iteration so that a scope creeping can be caught and addressed earlier.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
