Change Manage:Value Stream Management to Manage:Optimize
Why is this change being made?
After !65811 (merged) was merged, some concerns arose that the group name of "Value Stream Management" was too long and inefficient. You can see a Slack conversation here.
Since the group is all about driving efficiency and reducing waste, we looked for one-word terms that were closer to the concepts of efficiency and productivity. Optimization was one concept suggested by @ljlane that seems to be a good fit - we're proceeding with calling the group Manage:Optimize
and reverting the category change from Value Stream Analytics
to Value Stream Management
to retain the use of this important product marketing term.

Change process
Merge requests with changes to stages and groups and significant changes to categories need to be created, approved, and/or merged by each of the below:

- Engineering Productivity (by @ mentioning @gl-quality/eng-prod)
- The Product Marketing Manager relevant to the stage group(s) (cc @cfoster3 @johnjeremiah)
