Change Manage:Value Stream Management to Manage:Optimize

Jeremy Watson (ex-GitLab) requested to merge jeremy-master-patch-46479 into master

Why is this change being made?

After !65811 (merged) was merged, some concerns arose that the group name of "Value Stream Management" was too long and inefficient. You can see a Slack conversation here.

Since the group is all about driving efficiency and reducing waste, we looked for one-word terms that were closer to the concepts of efficiency and productivity. Optimization was one concept suggested by @ljlane that seems to be a good fit - we're proceeding with calling the group Manage:Optimize and reverting the category change from Value Stream Analytics to Value Stream Management to retain the use of this important product marketing term.
