Rename Secure & Protect Section to Sec

As part of the Realignment from Defend Stage to Protect Stage, the Secure & Defend section needs to be renamed as the Defend stage has become the Protect stage. This proposal changes the name to "Sec" allowing us to have Dev, Sec, and Ops as our primarily customer-facing sections (giving us DevSecOps).
