Change TW job level setting

Evan Read requested to merge eread/change-tw-job-level-setting into master

Why is this change being made?

The TW job family is currently set to level: ic_basic, which has the effect of having no Staff level in the compensation calculator (if nothing else), though the job family page speaks of Staff Level.

We either need Tech Writing aligned with the rest of UX in engineering_ic, or we need a Staff level comp range added to basic_ic.


This change ORIGINALLY aligns TW individual contributors job family with the rest of Engineering (and, in particular, Product Designer).
