Adds instructions for the manager to find additional SEs to help on an emergency call

Why is this change being made?

It's possible that while working an emergency customer call, especially on a weekend, the on-call Support Engineer may need the assistance of another Support Engineer. As documented now, the SE would page the Manager On-Call. But there's no information given to that manager regarding how to find extra help. This MR adds some brief instructions for this situation.
