Remove duplicate Azure Devops comparison pages

Why is this change being made?

This MR removes misc Azure Devops comparison pages built within the devops-tools/azure_devops/page-path url. This pages are created because markdown files exist with the /sites/marketing/source/devops-tools/azure_devops/ directory.

This content has been moved into data/devops_tools/azure_devops in a previous MR. This content now lives in two places within the repository. To create a single source of truth for this content, these markdown files have been removed with this MR. This MR also sets redirects to the correct pages where this content is built.
