Direction updates for September - package

Why is this change being made?

This MR updates all of the relevant themes, strategies and category direction pages for the Package Group.

If you pay attention to one thing

• We moved the maturity date for the Helm Chart registry back a few months. This work is dependent on the team finishing gitlab-org&2313 (closed) and won't be done until January 2021.
