Consolidate job-families for Infrastructure department in a single directory

Why is this change being made?

Part of #8023 (closed) .

Infrastructure department has several roles at the top level of job-families/engineering directory and it is getting harder to find information there. Career framework already has a differentiation between departments, and to make it simpler this MR is consolidating the Infrastructure related job descriptions in a single directory.

The old locations remain in order to hold redirects in case of an old lingering link.
