Rename Telemetry to Product Analytics

Why is this change being made?

Telemetry is one of the top misused terms at GitLab. In an effort to make it clearer what the Telemetry team works on, I propose we rename Telemetry to Product Analytics.

  • The direction of Product Analytics team will remain unchanged and will continue to focus on Collection and Analysis of product usage data.
  • This team will continue to be primarily focused on our internal team needs of helping us understand product usage to build a better Gitlab. This team should remain as part of Growth for the time being as our focus remains on our internal team needs.
  • A secondary focus of this team is to continue building and dog-fooding our the Product Analytics feature for our customers to use. As we solve our own internal team analytics needs, we should continue building out this feature set for external use by our customers.

After this change is finalized, I will create follow up MRs to update Telemetry to Product Analytics across the handbook, docs, internal systems, etc.
