Proposal

As discussed in gitlab-org/gitlab#235391 (comment 413704940), this MR adds a "Issue Breakdown" section to the Release Management Page.

Why

To document the benefits of breaking down larger issues to our workflow.
To document how to ensure that we can track the sequence of delivery of "sub-issues".
