Small tweak to formatting

Why is this change being made?

Hi @jbandur! I just noticed a small formatting issue on the competencies page where the title of the function specific section and the sub-bullets were the same size. Made a small edit to fix that. I don't have merge rights so do you mind reviewing and merging?
