Document how to gain access to MacStadium dashboard

Pedro Pombeiro (OOO from July 16th till Aug 7th) requested to merge docs/macstadium-quota into master

Why is this change being made?

So that future stakeholders can gain access to the monitoring dashboard if necessary.
