Added 50K CI minute mention in OSS program application page header

Why is this change being made?

Now that GitLab has reduced CI minutes for free users, one of the major benefits of the GitLab for Open Source program is that it gives qualifying open source projects access to 50K CI mins/month for free.

This change is being made in response to suggestion made on the GitLab forum. Thanks for the suggestion! :)
