Include the larger People Operations team

Why is this change being made?

We would like to include the larger People Operations team (made up of People Specialist and People Experience Associate team), to assist with team member related Disaster Recovery. We have seen a small influx of situations recently and want to be proactive and ready to support our broader team across all timezones.

@gl-peopleops @gl-people-exp how would the email alias work for this? Do we need a new alias just for this that is shared amongst the whole team? Maybe: gethelp@gitlab.com ? (help and sos is already taken by our Security team, I think). I'm super open to all ideas on the name of the alias.
