Document how to get access to GitLab.com database
Why is this change being made?
We have an increasing need to access data on GitLab.com and derive useful insights from it. This is particularly true for developers designing features and aiming to make technical decisions e.g. based on data distribution.
This doc should serve as a reference and a starting point to understand what type of access one can ask for.
Open to moving this to a different place on the Handbook, too.
