Add ping to appsec team on P1/S1 H1 reports

Why is this change being made?

When a P1/S1 report H1 comes in, over communication is desired. This change makes sure that the whole appsec team is notified when a P1/S1 report comes in. This ensures ability for other engineers to step in and contribute, if needed.
