Update quality on-call schedule to maintain the same primary/secondary pairs

Why is this change being made?

With !59397 (merged), we updated the quality on-call schedule to cover the rest of 2020. Some manual overrides we had made earlier in the year got copied into Aug-Dec. Further updating the schedule so that the primary and secondary on-call pairs are consistent through the end of the year.
