Add Yannis Roussos as a database mainbtainer to license-app and customers-app

Why is this change being made?

There is a need for more database reviewers and maintainers in the license-app.

Same for the customers-app; even though they have covered their reviewer requirements, they may need the help of a database maintainer sooner or later.
