Draft: Adding UX and Engineering collaboration section to the Product Development Flow
The changes proposed in this MR are inspired by the outcomes of a workshop that we've run few weeks ago with the whole CI team to evaluate collaboration between UX and Engineering teams and identify improvements.

Original MR was open to add this change in CI section of the Handbook and later proposed to move to the general Product Development Flow by @vkarnes .
