Adjust Open Source Program to create a Group not a Project
Why is this change being made?
When applying for an open source program license we apply the license at the group but the instructions say to create a project. Most large initiatives should opt for starting with a group not a single project/repo.
This caused confusion with a potential applicant (internal slack).
