remove quote syntax from messaging lead instructions

Fixes syntax so that a block of content under https://about.gitlab.com/handbook/marketing/blog/release-posts/#identify-top-three-features-and-themes-18th-of-the-previous-month---11th-of-the-release-month doesn't display in a quote block
