Secure department: Added links to issue refinement page

Why is this change being made?

This change promotes access to our refinement page.

We recently moved our workflow into a subpage beneath Secure. Previously it was somewhat difficult to find the link to our refinement page, but it was still feasible with a text search for "refinement". Now the page is tucked further down and and navigating to it became more difficult.

This change adds a link to refinement from our main Secure page, and adds a new refinement heading on our Workflow page.
