Refined red team reporting procedure

Why is this change being made?

We are continuing to iterate/improve our Red Team reporting procedure. This small change introduces a new strategy to use GitLab issues for delivering reports, as opposed to the earlier proposed Google Doc.

Assigning to Steve to review, before going on to the page owner.

Thanks!
