Update 5 Manage categories to new_maturity: true

Why is this change being made?

We have a new maturity framework in https://about.gitlab.com/handbook/engineering/ux/category-maturity-scorecards/. For categories that are minimal, a scorecard isn't required.

This MR promotes 5 Minimal categories in Manage to the new maturity framework, so they display properly on https://about.gitlab.com/direction/maturity/. We can validate the Minimal -> Viable transition at a future date.
