Update GitLab-Figma Plugin's entry in the 13.2 release post
There has been some confusion around our Figma plugin not being supported on self-managed GitLab. While this was the intention (see gitlab-org/gitlab-figma-plugin#36 (closed)), we should be as clear as possible about this limitation in our communications.
This MR updates the 13.2 release post to reflect this.
