Adding step in the conversion process to get offboarding details from PEO

Why is this change being made?

Adding a step in the conversion process to get offboarding details from PEO. When PBPs manage time-sensitive offboarding, it is important that we have an offboarding of PEO policies and guidelines for offboarding in each country that GitLab operates in.

Proposing to add getting this information from the selected PEO in each country to ensure we have a high-level guideline on hand.

An open question is where this information should live once obtained? Are we comfortable adding it to the handbook? Or would we want to store it elsewhere?
