Update procedure for Zoom -> Google Drive sync

Stan Hu requested to merge sh-update-google-videos into master

All meetings that have [REC] in the title will be automatically transferred to the Google Shared Drive GitLab Videos Recorded folder.

Previously all Zoom meetings were synced to Google Drive, but this leaked some recordings that should not have been accessible to all employees.
