Fix broken link to style guide committee membership

Why is this change being made?

Fix a broken link in https://about.gitlab.com/handbook/engineering/ux/technical-writing/#style-committee

(I'm surprised that it wasn't caught in the CI tests for !54710 (merged), so perhaps we need to follow-up with a bug report.)
